陈京水，字沛源、子柔、大熭，号柔斋。师学陈玉圃。1964年生，山东济南历城人，中国共产党党员，中央党校函授学院本科，北京大学艺术学院首届中国画高级研修班学员。中国书法家协会会员，中国文联名誉顾问，享受国务院政府特殊津贴，文化和旅游部文化艺术名誉顾问。1985年毕业于山东省烟台财政学校并获其书法比赛优胜奖，四十年来，遍临百家书法，精摹舒同楷、行、草书法，研读《书法心要》《画道》，悟《老子他说》及《金刚经说什么》之道，研习石鼓文、临摹宋元等古画。书法作品入编《中国国礼推荐与采购》《世界艺术家中国专号》《中国传世名作收藏与鉴赏》《一代大师》《大国名片》。获中国书画艺术最高奖项金菊花奖，获达芬奇国际艺术大赛金奖，获意大利中国文化年艺术巡展杰出艺术家荣誉称号。入选中华名人档案库、国家人才库，入选“中华文化名人堂”，被授予中华文化名人，获“中华名人艺术形象大使”。中央电视台老故事频道播出了有中央新闻记录电影制片厂拍摄的20分钟《写意人生—陈京水》专题片。央视网和新华社新华网联合播出了由华人频道《华人会客厅》录制的28分钟专访视频：《用文化和线条塑造精神》。2015年，作为新长城入选篆刻艺术家，其作品篆刻于八达岭新长城永久保存。2021年参加建党百年全国优秀艺术名家颁奖盛典。入编北京冬奥会贺岁台历。2022年为朱仙镇岳飞庙捐赠的书法作品《满江红》，已刻碑入住碑林，被岳飞庙永久收藏。书法作品《刻二十大发愿偈》，以瓷板画的形式，由景德镇大师烧制完成，镶嵌到了曲阜尼山孔子故居墙上，永久性展出。2023年6月6日入编刊发光明日报艺术特刊《光明日报艺术界领军人物—陈京水》。2023年12月、2024年9月分别入编爱国主义教育学刊编委会出版学术类内部学习刊物《中国红》《亘古中华—盛世图鉴》。2024年1月获得第十六届精神文明建设“五个一工程奖”。2024年7月参加艺术与和平首届国际艺术名家网络双年展并获奖，同时获“世界和平艺术贡献者”纪念章一枚。为纪念中华人民共和国成立75周年2024年11月入编中国未来研究会科技未来研究分会编中华文化出版社出版的《大国名片》一书。

2025年2月入编爱国主义教育学刊编委会出版的学术类内部学习刊物《大师列传礼出东方》。

2025年3月成为习艺强国文化和旅游艺术发展部、海外文化建设管理部“一带一路2025年艺术共创计划项目特约艺术家”参与2025年艺术共创计划并入编《亚洲．中国．艺术推荐指南——陈京水（书画）》。

2025年4月《为人民服务》金文作品制成中意传承国宝级礼鉴进行中外交流，为世界文明交流互鉴树立了典范。并被外事工作委员会办公室授予“国际艺术外交纽带使者”荣誉称号。

2025年4月入编《兰亭与美史——展示中华五千年灿烂的艺术》获得中艺名家对话组委会颁发的“特级工艺师（艺术类）”荣誉称号。

2025年5月入编《以国之名书写辉煌——新征程路上的前行者陈京水》获得全国人民艺术代表委员会颁发的“全国人民艺术代表”荣誉称号。

2025年5月入编《艺典双壁》并荣获非凡十年史料采集编研室颁发的“墨韵双馨艺术奖”荣誉证书。

2025年6月入编《紫禁百年匠心传承（致敬故宫百年书画艺术典藏——陈京水集）》并聘请为艺术专家顾问。

2025年6月入编《展时代经典筑文艺高峰（刘建超题写书名）》并获得对外联络部信息编研室颁发的“2025年文化传承掌舵者”荣誉证书。

2025年6月收到中新社外稿采编部关于开展“一带一路相约进博”讲中国故事稿件录用通知书，2025 年8 月作品在《中新报》第01 刊中新人物版发表刊登。荣获中新社外稿采编部“一带一路中国榜样人物”证书。

2025年6月入编《奋进华章领航新程——2025．十五五文艺规划》并被文化发展战略研究部和十五文化战略规划办公室授予“十五五文艺传承者”荣誉称号。

2025年7月开展共创《征程》工作并被授予“一代艺术巨擎”荣誉称号。

2025年8月入编国委对外宣传办公室《中国美术名著陈京水》，荣获2024年10月颁发的“中传美术家”荣誉称号。

2025年8月国研党史和文献研究院授予“文学艺术界优秀工作者”称号。

2025年8月为纪念抗日战争胜利80 周年暨世界反法西斯战争胜利80周年活动中，《圣德在天龙贤道复兴梦》一副作品作为国礼赠送26个国家元首和其他国家。爱国主义教育学刊编委会授予“艺术中国心，中国艺术将领”荣誉称号。

2025年8月当选由亚东地区联合发展文化活动小组和习艺强国文化和旅游艺术发展部颁发的“全球文明交流互鉴合作研究第一届理事会理事”证书。

2025年8月晓云临池艺术创作（北京）工作室授予“一代艺术巨擎”荣誉称号。

2025年8月参与东方文化研究中心学术编研部《寰宇典鉴》编撰工作，并被授予“中华民族脊梁人物”称号。

2025年9月收到人民代表艺术委员会【2025】第00217 号文件受邀参与《人民的年历-国际版》编撰工作并授予“全国艺坛六大家”称号。

2025年9月收到对外联络部信息编研室的艺脉相通-中国艺术与世界对话“风华人物·国之桢干”人物稿件录用通知，作品编入《世界艺术大观·全球艺报》。

2025年9月参加“中华优秀传统文化数字化传承创新项目工作”，即紫禁艺脉-数字艺术特展活动。

Chen Jingshui, with the courtesy names Peiyuan, Zirou, and Dali, and the pseudonym Rouzhai, studied under Chen Yupu. Born in 1964 in Licheng, Jinan, Shandong Province, he is a member of the Communist Party of China, holds a bachelor’s degree from the Correspondence College of the Central Party School, and was a participant in the first advanced research program in Chinese painting at the School of Arts, Peking University. He is a member of the China Calligraphers Association, an honorary advisor to the China Federation of Literary and Art Circles, recipient of the special government allowance from the State Council, and an honorary cultural and artistic advisor to the Ministry of Culture and Tourism. In 1985, he graduated from Yantai Finance School in Shandong Province and won an award in its calligraphy competition. Over the past four decades, he has studied calligraphy from various masters, meticulously copying the regular, running, and cursive scripts of Shu Tong, and studying works such as "Essentials of Calligraphy" and "The Way of Painting." He has also delved into the teachings of "Laozi Speaks" and "What Does the Diamond Sutra Say," and practiced the Stone Drum Script while copying ancient paintings from the Song and Yuan dynasties. His calligraphy works have been included in publications such as "China National Gift Recommendations and Procurement," "World Artists China Special Issue," "China Masterpieces Collection and Appreciation," "A Generation of Masters," and "China’s National Calling Card." He has received the Golden Chrysanthemum Award, the highest honor in Chinese calligraphy and painting, the gold medal at the Da Vinci International Art Competition, and the title of Outstanding Artist in the China Cultural Year Art Tour. He has been listed in the Chinese Celebrity Archive and the National Talent Database, and has been inducted into the "Hall of Chinese Cultural Celebrities," awarded the title of "Chinese Cultural Celebrity," and named the "Chinese Celebrity Art Ambassador." CCTV’s Old Stories Channel aired a 20-minute documentary titled "A Life in Freehand Brushwork—Chen Jingshui," produced by the Central Newsreel and Documentary Film Studio. CCTV.com and Xinhua News Agency jointly broadcast a 28-minute interview video titled "Shaping Spirit with Culture and Lines," recorded by the Chinese Channel’s "Chinese Living Room." In 2015, as a new Great Wall engraving artist, his works were engraved on the permanent section of the Badaling New Great Wall. In 2021, he participated in the National Outstanding Art Masters Award Ceremony for the Centenary of the Founding of the Communist Party of China. His calligraphy was included in the Beijing Winter Olympics New Year calendar. In 2022, the calligraphy work "Manjianghong" donated to the Yuefei Temple in Zhuxian Town was engraved on a stele and permanently housed in the Stele Forest, where it was also collected by the temple. The calligraphy work "Engraving the Twenty-Part Vow Gatha," created in the form of a porcelain painting by a master from Jingdezhen, was embedded on the wall of Confucius ’Former Residence in Nishan, Qufu, for permanent display. On June 6, 2023, it was included in the special art issue of Guangming Daily titled "Leading Figures in the Art World of Guangming Daily—Chen Jingshui." In December 2023 and September 2024, it was included in the editorial committee of the Patriotic Education Journal to publish academic internal study publications titled "China Red" and "Ancient China—A Chronicle of Prosperity." In January 2024, he received the 16th "Five Ones Project Award" for spiritual civilization construction. In July 2024, he participated in the first International Art Masters Network Biennale for Art and Peace and won an award, along with receiving a commemorative medal for "World Peace Art Contributor." To commemorate the 75th anniversary of the founding of the People’s Republic of China, in November 2024, he was included in the book "Great Nation’s Calling Card" published by the Science and Technology Future Research Branch of the China Future Research Association, published by China Culture Press.

In February 2025, I was appointed to the editorial board of the academic journal "Biographies of Masters: The Origin of Rituals in the East", an internal academic publication.

In March 2025, he became a "Belt and Road 2025 Art Co-Creation Program Special Artist" under the Ministry of Culture and Tourism Art Development and the Overseas Cultural Construction Management Department, participating in the 2025 Art Co-Creation Program and being included in the "Asia·China·Art Recommendation Guide-Chen Jingshui (Calligraphy and Painting)".

In April 2025, the bronze inscriptions from the ’Serving the People’ collection were crafted into ceremonial gifts of national treasure status for cultural exchange between China and Italy, setting a benchmark for global civilizational dialogue. The project was honored with the title ’International Art Diplomatic Ambassador’ by the Foreign Affairs Commission Office.

In April 2025, the work "Lanting and the History of Beauty: A Showcase of China’s Five Thousand Years of Splendid Art" was officially included in the catalog, and the author was awarded the honorary title of "Special Grade Craftsman (Art Category)" by the Organizing Committee of the China Art Masters Dialogue.

In May 2025, he was included in the book "Writing Glory in the Name of the Nation: Chen Jingshui, the Pioneer on the New Journey", and was awarded the honorary title of "National People’s Art Representative" by the National People’s Art Representative Committee.

In May 2025, he was included in the "Yidian Shuangbi" and awarded the "Moyun Shuangxin Art Award" certificate by the Extraordinary Ten Years Historical Materials Collection and Research Office.

In June 2025, he was included in the book "A Century of Artistic Legacy in the Forbidden City (Tribute to the Palace Museum’s Centennial Collection of Calligraphy and Painting-Chen Jingshui Collection)" and appointed as an art expert consultant.

In June 2025, the work was included in the publication titled "Era Exhibition: Classics and Artistic Peaks" (with the book title inscribed by Liu Jianchao), and the author received the "2025 Cultural Heritage Leader" honor certificate from the Information Compilation and Research Office of the International Liaison Department.

In June 2025, I received the acceptance notice from the Foreign Manuscript Editorial Department of China News Service for the manuscript "Belt and Road Meet the CIIE: Telling China’s Story". In August 2025, the work was published in the New Personages section of the 01 issue of China News Service. I was awarded the "Belt and Road China Model Figure" certificate by the Foreign Manuscript Editorial Department of China News Service.

In June 2025, he was included in the "Striving for a New Chapter, Leading a New Journey-2025. The 15th Five-Year Plan for Literature and Art" and awarded the honorary title of "15th Five-Year Plan for Literature and Art Inheritor" by the Department of Cultural Development Strategy Research and the Office of the 15th Cultural Strategy Plan.

In July 2025, he launched the collaborative project "Journey" and was honored with the title of "Artistic Titan of the Generation".

In August 2025, he was included in the "China Art Masterpieces" by the Office of International Publicity of the National Committee, and was awarded the honorary title of "CCTV Art Master" in October 2024.

In August 2025, the National Research Institute of Party History and Literature awarded the title of "Outstanding Worker in Literature and Art".

In August 2025, to commemorate the 80th anniversary of the victory of the War of Resistance Against Japanese Aggression and the 80th anniversary of the victory of the World Anti-Fascist War, a work titled "The Dream of Revival of the Sacred Virtue in the Celestial Dragon Path" was presented as a state gift to 26 heads of state and other countries. The Editorial Committee of the Journal of Patriotism Education awarded the honorary title of "Artistic China Heart, China Artistic Leader".

In August 2025, he was elected as a council member of the First Global Civilization Exchange and Mutual Learning Cooperation Research Council, a title jointly awarded by the Yadong Regional Joint Development Cultural Activities Group and the Xi Yi Strong Nation Cultural and Tourism Art Development Department.

In August 2025, Xiaoyun Linchi Art Creation (Beijing) Studio was honored with the title of "Artistic Titan of the Generation".

In August 2025, he participated in the compilation of "Huan Yu Dian Jian" by the Academic Compilation Department of the Oriental Culture Research Center, and was awarded the title of "Backbone of the Chinese Nation".

In September 2025, I was invited to contribute to the compilation of the International Edition of People’s Almanac by the People’s Representative Art Committee (Document No.00217 [2025]), and was honored with the title of ’One of the Six Great Masters of the National Art Circle’.

In September 2025, I received the acceptance notice for the "Artistic Connections-China Art and World Dialogue: Outstanding Figures, Pillars of the Nation" manuscript from the Information Research Office of the Department of External Relations. The work was included in "World Art Grand View: Global Art News".

In September 2025, I will participate in the "Digital Inheritance and Innovation Project of Excellent Traditional Chinese Culture", namely the "Zijin Yimai-Digital Art Special Exhibition".

In October 2025, the Taiwan Affairs Office of the State Council selected a painting titled "Rest Assured, the Nation’s Strength Lies in Me" for former Kuomintang (KMT) leader Hung Hsiu-chu, as part of the "Cross-Strait Calligraphy and Painting Affection: Brush and Ink Together in This Moment" event.

In October 2025, we will submit a work to the ’Ink and Brush: Eternal Friendship’ exhibition in Chiang Mai, celebrating the 50th anniversary of China-Thailand diplomatic relations.
